Ryan began his career as an attorney with the U.S. Army's Office of General Counsel at Fort Knox, KY until 1971, when he joined the Office of the Secretary of Defense as an attorney in the Legal Policy Division. In 1973 Ryan accepted an appointment as a Special Assistant to the Deputy Assistant Secretary of Defense for International Security Policy, where he remained until 1976 when he returned to private practice at Ryan & Associates, Inc., an international law firm based in Washington, D.C..

In 1987 Ryan became an associate professor at American University's School of International Service and remained there until 1993 when he joined the faculty at Georgetown University Law Center until 1997 when he joined The Institute for National Strategic Studies (INSS).
